Live Text works the same in the Photos app as it does in the camera app. You can use it with photos you took with your phone, photos that someone sent to you, and even photos you downloaded off the internet.
Here’s how to use Live Text in the Photos app:

Open the Photos app.
Open a photo that contains some text.
Tap the Live Text icon.
Use the blue selection markers to select some text.

Tap the option you want to use, i.e., Look Up, to see information about the text you selected.
