In case the recycle bin isn’t emptying and it crashes, it may be corrupted. The following methods can help in solving this issue.

Right-click on the taskbar and click on Task Manager.
Under the processes tab look for Windows Explorer, right click on it then select the Restart option.
Press the Windows + I keys to open the windows settings. Select System then go to Storage from the left side. Now click on Temporary files, check the box for Recycle Bin down below and click on the “Remove files” button.
In the windows search bar write Cmd and select Run as administrator. If a user account control window will appear, click on yes.
In the Command Prompt window write the following line:
rd /s /q C:$Recycle.bin
then press the Enter key, this will reset the recycle bin. Restart the computer now and check if the issue still occurs.
